How I can remove it?

And another point is that the comment box I wish the text "Leave a Comment" appears in the Spanish language. How I can change it?

“You may use these HTML tags” disable feature will be available on Agama PRO 1.3.0 version which will be out for 1-2 days, im working to speed up this very important update for all members, since im porting all theme options under customizer for easier use.
