How to link the hover and hyperlink functionality of two elements?

Dear support,

this is a geneneral coding question, not really related to your theme, but maybe you want or can still help me, I would really aprreciate it.

I have four sections with icon boxes and buttons below them. I wish to sync the hover effect and hyperlink funtionality of the icon and the button in each of the four sections.

Firstly I wish that if I hover the icon/button, the button/icon will have its hover effect, too.
Secondly I would love to give the iconbox a hyperlink funtion (the same as the button).

The outcome shall be that there is no difference for the user to hover/click on the icon or the button.
