Page loading time very long

Hello,
often (maybe 1 time on 20) my website load in 20secondes. I analyse it with “http://www.webpagetest.org/” and when it is a 20 seconds loading page I have these files which are very long (around 16seconds) to load:
the first time I tried : “responsive.css”
During the last test, these 3 files were very long to load : “camera.min.css”, “style.css”, “function.js”

Could you help me? What is the role of these files ?

When you say a “network lag”, do you think it is about my internet connection or that could be from my server provider? Because my colleague from another place has the same problem. Of course the big problem is that it only happens sometimes but regularly…
